This was the "Red Hat Cellblock". It was built to house 1 specific prisoner who had escaped from a bunch of different prisons in his career. It's called the "Red Hat Cellblock" because they dyed the hats of the prisoners who were housed here red in order for gaurds to know that these were the most dangerous guys. It allowed the gaurds to spot them easily while they were working in the fields.
